hi i need a help to comapre between Winter and Sword Silencer.
which is the best, between sword silencer and winter.
because i'm sort of not understand with winter effect '10% chance to inflict 12.5M magic damage to attackers' , so it will deal damage to whoelse hit me.
between two it has same stat but different effect.

It doesn't matter much since as soon you'll get a legendary weapon you'll be throwing it away since at 215+ you'll have to make new equipment from scratch

Also shock hammer is as good than any legendary imo

Bloodrite Harvester, Sword of the Silencer and Cursed Bow are better than Shock Hammer. Anyway you can have both at once why would you even bother comparing them? Having Cursed Bow on all party members besides the tank is great too, especially if you have Furion available (Furion's buff negates the HP sacrifice). Your legendary is meant to fill the 6th slot till you can get Silencer Mask at lvl233 so it is useful for quite some time - especially if you're not being boosted.

-.- I said both as in any legendary + Shock Hammer should be used at once. The guide for legendaries clearly states you can only equip one.
The best equipment to walk out from 180-215 is: Cursed Bow + Shock Hammer + Cursed Crown + Blessing + HM Horn fillers.
The most time-effective equipment (if not playing solo and progressing quickly) is: Sword of the Silencer + Shock Hammer + Totem Blessing + HM Horn fillers

"Cursed Bow + Shock Hammer + Blessing" u got me, i keep them until now but i drop the shock hammer after i got some of Harpy set.
